Video - Nigerian government wants to resume talks with Boko Haram



IF the stance and disposition of the Federal Government and governors of the 36 states of the country were anything to go by, peaceful resolution of the prevailing wind of insecurity unleashed by a militant Islamic sect is in the offing.


The Federal Government, yesterday, sent an open invitation to the sect for dialogue with Vice President Namadi Sambo reiterating government's commitment to dialogue with all aggrieved parties in the country. A recent government jaw-jaw with the sect broke down following allegations by the sect that the government leaked proceedings of the meeting to the media.


As a measure of the Federal Government's readiness, the Minister of Defence, Dr. Bello Haliru Mohammed said the government was willing, in collaboration with some traditional rulers, to bring the sect to the negotiation table to halt the wave of violence unleashed on the polity by the group.


Aside the Federal Government, the governors were all for a quick resolution of the rising security crises, saying that the pervading insecurity in Nigeria was a national embarrassment.


Indeed, Gombe State Governor, Ibrahim Dankwambo, in clear terms, pleaded with the sect to return to the dialogue table, stressing "we are ready for dialogue" just as his Borno State counterpart, Kashim Shettima, warned that if nothing serious was urgently done to address the security challenges, the entire North might become inhabitable in the next five years.


Towards addressing the issue, the governors, who, yesterday, could not discuss deductions from the Federation Account and the Immunity Clause because of poor turnout, will hold a security summit next month.


Meanwhile, the police authority in Kano has revealed that about 20 Improvised Explosive Devices (IEDs) have been recovered at the Bayero University Kano (BUK) in the last couple of weeks.


The Commissioner of Police, Alhaji Ibrahim Idris told reporters in Kano that the anti-bomb squad of the command drafted to the institution were compelled by certain exigencies to revert to 'control detonation' in order to avoid fatalities.


"After the bomb attack of BUK on April 29, the Command's Bomb Disposal Unit recovered IED's, and 14 canned IEDs at the University premises. Likewise, another bomb was evacuated from the Faculty of Sociology May 1, while some other three bombs were recovered at various locations in the University May 8 and were detonated.


FG invites sect for fresh talks


Inviting the sect for fresh parley, Vice President Sambo, who made the call at the National Symposium: 'Islam and Peaceful Coexistence in a Contemporary Multi Religious State,' organised by Nasirul-Lahi-Faith Society of Nigeria (NASFAT) in Abuja, said "history has proven that even wars that are fought for decades, at the end, are only concluded by dialogue."


His call came as the Sultan of Sokoto and President General of Nigerian Supreme Council For Islamic Affairs, NSCIA, Alhaji Sa'adi Abubakar III, called on the Federal Government to hold those, who issued public threat to cause chaos responsible and make them face the consequence of their action.


Sambo admitted that the nation was facing an internal security challenge and said the government was capable of addressing the situation.


"It is clear today that the terrorist attacks are clearly against all segments of our society and this is uncalled for. I must seize this opportunity to call on the various militant groups to cease-fire and come forward for dialogue. Government is ready to discuss. History has proven that even wars that were fought for decades were concluded through dialogue," he said


He added that fresh measures had been introduced in the areas of power, agriculture and infrastructure in order to improve the nation's economy and enjoined foreign missions in the country to join the struggle against terrorism.


Urging Muslims and Christians to live in peace and tolerate one another, Sambo noted that Islam was not a violent religion as it had been branded by some people.


"Therefore, I find it very thoughtful of NASFAT to organize a symposium at this time in our national history - a time when negative forces are seeking to hijack our efforts to build a united and prosperous nation. They want to achieve evil ends and portray Islam in a negative and evil light. Islam is a religion of peace; it is a way of life. It cannot promote senseless killings and wanton destruction of property.


"We are moving ahead with the transformation agenda which is aimed at eliminating poverty, reducing unemployment and creating wealth. In order to achieve this, we are investing heavily in the power sector, infrastructure and agricultural development in order to provide favourable environment for investment and its resultant value chain."


Also speaking at the event, the Sultan of Sokoto said those who openly issued threats to cause problem in the country must be made to face the music. He advised religious and community leaders to be mindful of their utterances and desist from actions that are capable of breaching the peace of the society.


His words: "Those who take to the public to issue threat or ultimatum should be held entirely responsible for the consequences of their actions. For the purpose of building the society, leaders on all sides of the religious divide must act responsibly, and shall ultimately be moderate in both their actions and utterances. They must endeavour to resist the urge for exhibitionism; we must as a nation, develop a collective consciousness, where the pain of any member of our society regardless of creed and ethnicity shall be the collective pain of all of us. Peace cannot be fully established without unflinching commitment to equity and justice; we must try to promote these important values. Injustice and inequity invariably lead to corruption which in turn breeds poverty. No society can thrive or prosper when afflicted with this virus."


Also, National President of Christian Association of Nigeria, CAN, Pastor Ayo Oritsejafor, who was represented at the occasion by Rev. Ladi Thomson, said that there was a global resurgence of extremism in Islam around the world and Nigeria was no exception.


However, he said as one of the leading black nations in the world, Nigeria should not allow herself to be torn apart by a terrorist group under the guise of religion.


He said CAN would ensure that families of victims of the recent bombings are pacified, but government must live up to its responsibility and bring the perpetrators to justice.


Welcoming the participants to the summit, National President of NASFAT, Alh. Sheriff Yusuf said more efforts and ideas were still needed to stop the ongoing killings in the country. He added "the people of Nigeria need to be reassured of the visibility of the security agencies and their technical capacity to identify and contain the perpetrators of violence."


FG ready for dialogue - Defence Minister


Relatedly, the Defence Minister, while receiving the Italian Ambassador to Nigeria, Roberto Colamine in his office, yesterday, noted that government was committed to the speedy resolution of the crises. Describing the security challenges as temporary, the minister insisted that President Goodluck Jonathan was determined to make a difference in the governance of the country with the transformation agenda.


The minister said that a Memorandum of Understanding, MoU, between the Nigerian and Italian governments, which would enhance Nigerian peace-keeping efforts, was awaiting the ratification of the Federal Executive Council. Earlier, while expressing his courtesy, Colamine called for co-operation and dialogue to resolve the security challenges.

Also moving for a speedy dialogue, Governor Ibrahim Hassan Dankwambo, said he was ready to dialogue with the sect for peace to reign in the country.


According to him, it has become imperative and very important to brainstorm with members of the group if the state, the zone and the country must witness development.


He spoke when the national leaders of the Peoples Democratic Party, PDP, led by National Organizing Secretary, Alhaji Abubakar Mustapha, paid him a sympathy visit over the incessant attacks by the sect on North-Eastern states.


Dankwambo said: "A lot of lives were lost which are irreplaceable, property were destroyed and many more challenges. I want to thank you on behalf of the good people of Gombe State for the concern and to assure our party, the PDP, that we will do everything possible to shun violence; we would do everything possible to tolerate dialogue and call on whoever is ready to dialogue with us in line with the principle of PDP, to bridge the gap of misunderstanding, so that there would be peace, there will be progress and there will be development."


Indeed, Governor Kashim Shettima of Borno warned that if nothing serious was urgently done to address the high rate of insecurity , the entire North would become uninhabitable in the next five years.


"For now, we have to do it in our enlightened self interest because nobody would stay in northern Nigeria, believe me, in the next five years! Believe me, nobody!! None of us here is prepared to.


Insecurity is national embarrassment - Govs


Gathering on the banner of the Nigeria Governors Forum, NGF, at the Rivers State Governor's Lodge, Asokoro, yesterday, the governors described the insecurity situation in the country as a national embarrassment and condemnable.


The governors noted that as part of moves to address the lingering security challenges, an enabling environment would be created for economic development as well as channel more resources towards the empowerment of the citizenry, especially the youths, women and the vulnerable.


Reading the Communiqué at the end of the meeting, Governor of Rivers State and Chairman of the Forum, Chibuike Rotimi Amaechi, while pleading for understanding among Nigerians for government's efforts at addressing the insecurity situation, disclosed that the governors would in June organize a security summit to brainstorm session on the issue with a bid to nipping it in the bud.


Meanwhile, the governors who were billed to discuss the proposed removal of the immunity clause from the constitution could not do so because less than 30 governors attended the meeting.


Present at the meeting were governors of Rivers, Sokoto, Abia, Ebonyi, Imo, Kaduna, Bayelsa, Cross River; Anambra, Borno; Kogi, Kebbi and the Deputy Governor of Lagos State.

Video - Britain to banish children of James Ibori and other corrupt leaders

 



Following last month’s conviction of  a former governor of Delta State, James Ibori, by a Southwark Crown Court for stealing millions of pounds from the treasury of his state, the British Government has decided to banish children of corrupt Nigerian politicians from its private schools.


In an interview with Cable News Network, the Unit head of the Proceeds of Corruption Unit of London’s Metropolitan Police, Detective Chief Inspector Jonathan Benton, disclosed that some measures would be applied against corrupt Nigerian politicians in the wake of the Ibori conviction.


According to him,  “We hope that, by tackling the likes of James Ibori, we’re saying to those stealing from the state purse, you can’t have your children at private school in London. You can’t have a multimillion pound house in one of the most affluent areas of London. You can’t drive around in top of the range vehicles. We won’t let you move money around to buy multimillion pound jets.”


Mr Benton disclosed that his unit which comprises twelve detectives, traces the flow of foreign politicians’ money through London.


While examining the role played by British banks in aiding Ibori to loot his state’s treasury, it was found that Nigerian politicians find London an attractive location for laundered funds.


According to Robert Palmer of anti-corruption NGO, Global Witness, “London holds a double attraction for corrupt politicians. We are a major financial and legal centre so there’s a lot of expertise, and there’s also a lot of assets that go through the British financial institution, so it’s easier to disguise your assets….but there’s a prestige about being able to bring your assets and your wealth into the UK.”

For the third time in three consecutive months, Nigeria yesterday slumped in the official world football ranking, the worst by the country in the monthly FIFA ranking, as the country dropped three places to occupy number 63 in the world and 12 in Africa.


The country was ranked 60 in last month's edition of the monthly ranking exercise by world football ruling body.


Rwanda, Nigeria's opponents in the June 17 Africa Cup of Nations qualifier maintain number 26 Africa and 105 in the world; while Namibia, Nigeria's World Cup qualifier opponents on June 3 are a distant 35 in Africa and 120 in the world.


Cote d'Ivoire remains Africa's top team, occupying number 15 in the world, with Ghana in the second spot, while Algeria and Mali occupy number 3 and four in the continent.


The most improved African country on the ranking released yesterday is South Africa, who climbed four places to occupy number 67 in the world and 14 in Africa.


The other African countries in the top ten are Zambia, Gabon, Libya, Tunisia, Egypt and Morocco in that order.

Five Nigerians and 22 Ghanaians arrested for oil theft

Nigerian troops have arrested 22 Ghanaians and five Nigerians whom they caught stealing from an oil pipeline in the Niger Delta, impounding two boats, one of which was carrying 25,000 metric tonnes of suspected crude oil, the army said on Monday.


Nigeria is the world's eighth biggest exporter of crude oil but thieves take a sizeable proportion of its output by drilling into pipelines in operations called 'bunkering'.


Oil majors say bunkering is a major headache in the oil rich Niger Delta, a labyrinth of creeks and swamps that has for decades been plagued by militant activity and poor environmental management, leading to devastating oil spills.


"Our troops arrested the suspects on Sunday while they were doing illegal bunkering around Awoba flow station in ... Rivers state. They vandalised the pipeline and stole the crude," said Brigadier General Tukur Buratai, the state's top commander.


"We arrested 22 Ghanaians, five Nigerians and two of their vessels. One of the vessels was loaded with 25,000 metric tonnes of substance suspected to be crude oil."


An amnesty in 2009 sharply reduced militancy in the onshore swamps and waterways of the Niger Delta but criminal gangs tapping oil pipelines is still a major problem.


Royal Dutch Shell estimates that bunkering siphons 150,000 barrels of oil per day from Nigeria's production, and has become a major deterrent to exploring for new fields.


The company said on Friday it had declared force majeure on Nigerian Bonny Light crude oil liftings due to oil theft and that 60,000 bpd of oil had been shut down.

World football governing body, FIFA, yesterday condoled with Nigeria and the nation's football family over the death last Friday of the country's football legend Rashidi Yekini.


In a condolence message to the President of the Nigeria Football Federation (NFF), Alhaji Aminu Maigari, FIFA President Joseph S. Blatter described Yekini as a legend, who was a great figure at the US 94 World Cup.


Blatter, who expressed sadness over the death, said the world's football family would no doubt miss the former Super Eagles striker.


"It is with great sadness that I write to you today having learned of the passing away of the former Nigerian striker, Rasheed Yekini at the age of 48.


"I remember Rasheed Yekini well. He scored nearly 40 goals as a Nigerian international, and represented the nation in five major tournaments, including two FIFA World Cups. He was also named the African Footballer of the Year in 1993.


"Rasheed Yekini is one of the great figures at the FIFA World Cup 1994 in the United States. He scored his first ever for his country against Bulgaria. This goal secures his place as a legend in the annals of Nigerian football history. Rasheed Yekini will be sorely missed.


"On behalf of FIFA and the whole worldwide family of football, I wish to extend our deepest condolences to you, to everyone at the Nigerian football Federation and, most importantly, to the family of Rasheed Yekini, his friends and loved ones", Blatter stated.

Three bombs diffused at Bayero University, Kano

The police in Kano yesterday detonated three explosive devices planted at various places on the Old Campus of Bayero University, Kano (BUK). Daily Trust gathered that the devices were discovered at the institution's Faculty of Law and at two other areas early morning.


Three explosives were discovered separately at the school's Faculty of Law building, sports complex and another area on the Old Campus, following which police bomb disposal unit moved in and detonated the devices.


Another bomb, which was said to be capable of causing massive damage to structures in the university, was also discovered at BUK's Sociology department building on the New Campus, just a day after an attack by gunmen at Sunday service left 19 people, including professors and students dead.


Confirming the bomb discovery, Kano Police Command Public Relations Officer, ASP Musa Magaji Majiya, said a police anti-bomb squad was deployed to the scene, adding that people were evacuated from the vicinity before the explosives were detonated.


Meanwhile, management of the university has urged members of the university community to be more vigilant in view of the recurrent bomb discoveries at the institution.


A statement by its public relations officer, Mustapha Zaharaddeen, said the school appealed to members of the university community to be more vigilant, patient and understanding "at these trying periods."

Governor of Lagos state fires all doctors on strike

Lagos State Government Monday fired 788 medical doctors following their refusal to suspend their 13-day-old industrial action.


The government simultaneously employed 373 fresh ones "for immediate deployment in the public hospitals while recruitment continues".


The Head of Service (HoS) of Lagos State, Mr. Adesegun Ogunlewe, said in a press statement that the dismissed doctors were axed by the "Lagos State University Teaching Hospital Board and the State's Health Service Commission (HSC) following an illegal strike embarked upon by the doctors since April 16, 2012".


He also said the two bodies attributed the sack to the refusal of the doctors to answer to queries issued to them to explain why they were absent from work without leave and without the due observance of the rules and regulations guiding strikes and industrial actions in the state's public service.


According to Ogunlewe, 316 of the doctors were working with the Lagos State University Teaching Hospital while the remaining 472 were from other hospitals in the state.


Explaining the acts leading to the sack of the doctors, the HoS said: "Resulting from the contemptible act of the Medical Doctors LASUTH Board and HSC, the two bodies that appointed them in line with subsisting statutes, served those who were 'Absent without Leave' (AWOL) with queries", adding that while a handful of them responded, a majority of the doctors shunned the query.


He maintained that the strike came as a rude shock to the state government "since the leadership of the medical guild still met during the week preceding the illegal strike with top government officials in charge of health and establishment sectors".


On what made the strike illegal, the statement said, among other things, that the doctors only gave the state government 24 hours notice "as against the time-tested and statute-bound processes and procedures for declaration of industrial disputes".


THISDAY also gathered from the Special Adviser to the Governor on Information and Strategy, Mr. Lateef Raji, that the doctors' decision to stay away from work, despite government efforts to revamp the state's health sector, was regrettable.


He alleged that "the strike was politically motivated", adding that it was curious that "the doctors could abandon their jobs at such a critical moment like this, when the state government is investing heavily in the sector".


Raji insisted that the need to replace the doctors was aimed at saving the state's health sector from total paralysis.


The state government also alleged that the doctors consume 60 per cent of its total annual recurrent expenditure, disclosing further that an average house officers earns as much as N173,927.33 monthly, while a consultant takes home as much as N801, 985.09, excluding the teaching allowances.


Raji rejected the doctors' claim that the government had been adamant on its demands, explaining further that the government expends nothing less than N20 million on the training of each of its 339 resident doctors at the Lagos State University Teaching Hospital (LASUTH).


Raji, who further said only Lagos State competes with the Federal Government on the payment of its doctors, added: "We match the Federal Government naira-for-naira. We don't short change our doctors."


In the recent medical/officers' salary regime published by the state government, doctors on level 12, step two, earn 207, 629.75; level 12, step three officers 213,784.00; level 12 step 4 N219,938.30 while level 12, step 15 officers earn N226,092.42.


In the same vein, doctors on level 15, step six earn 408,387.50; medical officers on level 15 step seven, earn N420,375.50, while those on level 15 step eight earn N432,363.50.


On the other hand, senior medical doctors at the consultant cadre of level 17 step 4 earn 703,390.50; level 17 step five officers earn 723,109.25; level 17 step six officers earn N742, 828.33, level 17, step seven officers earn N762,547.25, level 17, step eight doctors earn N782,266.17 while level 17 step nine officers earn N801, 985.09.


The doctors had, on April 24, embarked on an indefinite strike following the expiration of their initial three-day warning strike between April 11 and 13. Key on their demands' list is that the state government should effect a 100 per cent implementation of the Consolidated Medical Salary Structure (CONMESS).


In September 2010, the doctors had also embarked on a three-month strike to press home its demand for payment of 100 per cent CONMESS.


However, after three months of fruitless negotiations, Governor Babatunde Raji Fashola approved 75 per cent salary increase, prompting the doctors to suspend the strike.


The ongoing action is aimed at compelling the state government to implement the entire CONMESS.


Meanwhile, the state Chairman of Nigeria Medical Association (NMA), Dr. Edamisan Temiye, after an emergency congress, said the association described the government's action as draconian, undemocratic and most uncalled for.


"If they do this to the doctors and they survive, they will do it to the other workers in the health team. They have turned everybody to their slaves because they think they are so big now that people should become their slaves."


He explained that last week, at its 52nd Annual General Conference and Delegates' Meeting, the decision-making body of the NMA had reviewed what was happening in Lagos State and were very disturbed and arrived at the decision to set up an elders' committee to meet with the state government.

Nigerians sabotaging their own economy with fuel smuggling

Nigerians are sabotaging their own economy through illicit trade, smuggling fuel from Nigeria by sea to neighbour West African countries.


Daily deliveries provide an alternative supply to Togo, Benin, Burkina Faso and Mali. The fuel is sold at up to 30% less than at the licensed pumps.


The sea is delivering a lucrative but illicit trade in Nigerian petrol to West African countries. Legally bought in Nigeria, the fuel is loaded onto boats which sail to Togo under the cover of night.


On a narrow and sandy strait in Togo dozens of men, women and children plunge into the ocean and return with numerous containers which have been towed to shore by swimmers. Fuel is much cheaper in Nigeria compared to its neighbours as the government subsidies its price.


A full barrel can be worth up to $300. Nigeria says the fuel subsidy costs the equivalent of more than $8 billion a year, and attempted to cut it in January, but reversed its decision after a nationwide strike.


Duties from smuggled fuel avoid central government coffers but are paid in tributes to the town chiefs and regional officials controlling these border towns.

Rashidi Yekini's mother says her son had been suffering from mental illness since 2010

Bereaved mother of erstwhile Super Eagles forward Rashidi Yekini has spoken of the ordeal that eventually killed her son.


Yekini was confirmed dead in his hometown,Irra, Oyun local government in Kwara State on Friday after years of illness.


The mother of the deceased, Alhaja Sikiratu told supersport.com that his son had been battling with mental illness since the year 2010.


The septuagenarian added that several attempts made to take care of the former Super Eagles' striker proved abortive as the deceased claimed he was mentally sound.


"We have been on the problem since 2010 and we tried our best but my son refused to be taken care of. When he came back, we asked him why he has done what he did but he replied by burning all his belongings. I lost my husband in 1978 and Rashidi has been with me since then," she added in tears.


Yekini is the all-time leading scorer for the Nigerian men's team with 37 goals. The Nigerian legend was buried in Islamic rites by 4.30pm (Nigerian time) yesterday in his hometown Irra, Kwara State.

Remembered by many for his exploits at the 1994 World Cup in the USA, Rashidi Yekini will forever have a place in the hearts and minds of Super Eagles and other football fans following Nigeria's first ever goal in the tournament, 

The former Nigeria international passed away on Friday in Ibadan after suffering from mental illness for the past two years.



 


The ex-striker, who was only 48, is Nigeria's all-time record goalscorer after netting 37 times in 58 matches for the Super Eagles.

His body will be taken to Offa to be buried, Yekini's home town in Kwara State.


Born in Kaduna on October 23, 1963, Yekini will be famously remembered for his iconic goal celebration after scoring Nigeria's first-ever World Cup goal against Bulgaria in the 1994 edition of the competition in the USA.

He latched on to a cross from Finidi George to score the first ever goal for Nigeria at the World Cup, prompting Yekini to run into the goal post, grabbing the net, and shaking it endlessly while screaming to the high heavens in celebration of what would be an iconic goal for the country's football.

Yekini began his career at UNTL Kaduna in 1981 before spending the next nine years in his native Africa. Yekini then moved to Europe, where he enjoyed a successful four-year spell at Vitoria Setubal in Portugal where he was the Primeira Liga's top scorer in the 1993-94 season.


He later enjoyed playing in Greece, Spain, Switzerland and Saudi Arabia before eventually calling time on his playing career in 2003 with Nigerian club, Julius Berger.


Yekini made a brief turnaround on his retirement in 2005, when at 41 years old, he joined Gateway United for a short spell.


A player who was a pioneer for Nigerian football in many ways, his time in Europe opened doors for many players that followed behind him, and he was a role model for many, including players who would have been considered among his peers at the time.


Yekini not only scored Nigeria's first World Cup goal, he also become the first Nigerian to win the African Player of the Year award in 1993, providing Super Eagles fans with hope that Nigerian football had much to offer and would be a force on the continent in the year to follow.


He added to that achievement and realised that prophecy of success by helping Nigeria to win the Africa Cup of Nations title in 1994. Yekini scored five goals to win the top scorer award at that tournament, and is the only player to have won the Afcon title as a reigning African Player of the Year ever since.


His record-breaking antics will go down in history at a time when Nigeria enjoyed perhaps their best generation thus far.


Truly one of the greats in Nigerian football, off the pitch he was a quiet man and did little to mirror the great stature and power he commanded on a football field. It's official - Arsenal coming to Nigeria for pre-season match


English Premier League club Arsenal will travel to Nigeria for a pre-season match in Abuja on 5 August. 


According to the organisers, DanJan Sports, Arsenal's opposition are likely to be a leading African national team.


It will be the first time the Gunners have played in Nigeria.


"We are working on the opposition and once that is finalised we will announce it to the public in conjunction with the London club," David Omigie of DanJan Sports said.


"Nigeria is the most populous country in Africa, and the club with arguably the biggest fan base in the country is visiting in August."


On their official website Arsenal said: "The club last visited Africa during a tour to South Africa in July 1993, and is returning as a result of the fantastic support which exists for the team, not only in Nigeria, but across the entire continent."


The club traditionally hosts an annual pre-season tournament at the Emirates Stadium, but they opted to postpone the event for a year because of the 2012 London Olympics.


The visit to Nigeria will conclude Arsenal's pre-season tour after playing in both China and Malaysia in July.


In July 2008, DanJan Sports brought two other English clubs,Manchester United and Portsmouth, to the Nigerian capital Abuja for a pre-season friendly.


As well as the match between the two, Portsmouth also played against Nigeria Premier League side Kano Pillars.


But DanJan Sports plan to go a step further this time around.


"We learned a lot from the 2008 tour and this one is going to be bigger," Omigie told BBC Sport.


"Arsene Wenger wanted a detailed plan and information. Facilities and other areas were well covered by the club.


"This is the beginning of big things between the club and the continent of Africa."


According to speculation in the local media Ghana, Zambia, South Africa, Nigeria, Ivory Coast and Egypt are all among the potential opponents for the Gunners.

34 killed as gunmen open fire at Cattle market in Potiskum, Nigeria

An attack on a cattle market in northeastern  city of Potiskum by gunmen armed with explosives has left at least 34 dead and the toll is likely to climb, an emergency source said on Thursday.


“Thirty-four bodies were deposited at the hospital,” the official said on condition of anonymity of the attack late Wednesday in Potiskum because he was not authorised to speak publicly.


He said the toll was likely to be more than 50 dead because families were also burying relatives’ bodies without bringing them to the hospital.


A gang of gunmen with explosives have attacked a cattle market in the city of Potiskum, burning it down and leaving a number of people dead, residents and police said Thursday.


The attack late Wednesday was said to be in reprisal for an incident earlier in the day, when the gang sought to rob the market but were fought off by traders who caught one of the attackers, a police source said.


The man who was caught was doused in petrol and a tyre was placed around his neck before he was burnt to death, according to the source and residents.


“There was an attack on Potiskum cattle market yesterday by suspected armed robbers who threw explosives and burnt down the market with all the livestock,” the police official said on condition of anonymity.


“It is too early to say how many people were affected in the attack, which happened at night.”


 Residents reported seeing bodies being taken away, but the number of casualties was unclear.

The State Security Service (SSS) has arrested a man who allegedly supplies explosives to Boko Haram, which has stepped up its attacks in the last one week.


Ayuba Usman was arrested on Tuesday at his shop in a market in Kano following information from suspected Boko Haram members arrested in raids, the SSS Director in the state, Mr. Nelson Eteng, told reporters Wednesday.


"Based on statements by high profile suspects... Ayuba Usman has been providing combustible chemicals used in the manufacture of IEDs (improvised explosive devices) for attacks on innocent people in the city," Eteng said. "The suspect is found to be linked with extremist elements."


The SSS displayed 35 drums of chemicals of 240 litres each and a dozen bags of combustible items said to have been recovered during the raid on the suspect's shop.


According to Eteng, the suspect was apprehended at one of the markets in Dala Local Government Area of the state.


"The chemicals are controlled. But when we find individuals selling such materials to individuals who turn to harm innocent people, the security will be concerned and that is why we are concerned," he said.


He said the SSS operatives in the state would go deeper into the case in order to know their network with a view to tracking down their accomplices, adding that investigation would continue until the perpetrators were arrested and punished.


Eteng said: "We are closing on very many suspects who are on the run, and the intelligence networking is working closely to get them very soon."


He said the people of Kano are so tired of what is happening and are helping with information.


Last Sunday, gunmen attacked two church services at Bayero University Kano (BUK), throwing bombs and opening fire on worshippers as they sought to flee, leaving dozens dead.


A high-calibre time bomb was also discovered at another of the university's campuses in Kano and defused by a bomb squad the following day.


Dozens of IEDs were recovered on Tuesday in a military raid on an alleged Boko Haram hideout in the city which left one suspected militant dead.


Meanwhile, police authorities yesterday reacted to the threat by Boko Haram to attack more media houses by beefing up security around them.


Acting Inspector General of Police (IG) Mohammed Abubakar said the force was aware of the threat and that he had directed commissioners of police across the country to tighten security.


He advised media houses to contact commissioners of police in their states if their outfit is vulnerable.


The IG however reiterated that the police and other security agencies were working hard to overcome the security challenges and blamed their underperformance on underfunding, lack of training and ill equipment.


But the Christian Association of Nigeria (CAN) Wednesday in Abuja issued a "final warning" to the Federal Government that any failure on the part of government to halt the incessant attacks by the Boko Haram would leave the body with no choice than to defend its members.


Addressing a press conference at the Ecumenical Centre, Abuja, CAN President, Pastor Ayo Oritsejafor, said the body's position was based on the inability of Boko Haram sponsors to be reasonable.


"You will recall in our last press conference, we told the nation that the bombings and killings of innocent Nigerians may be termed senseless but that is not without sense for those sponsoring the acts. Their plan is to instil fear with the subsequent aim of eradicating religious freedom, democratic liberties with the church and Christianity as is primary target," he said.


Oritsejafor explained that "the Nigerian nation and the global community have been witnesses to the step-by-step escalation of violence against innocent citizens with the Christians and the church suffering the greatest loss."


The association stated that given the continuous launch of attacks by Boko Haram, it is immaterial to discuss the source.


"At this point in the unfolding insecurity challenges, it has become irrelevant whether the root cause is political, religious, ethnic or ideological. The fundamental issues are that the intimidation, killings, bombings and wanton destruction of lives and property must stop immediately," CAN maintained.


Speaking on the next line of action, CAN president said though, "I am aware that the greater part of the overall design is to instil fear in the populace, I will now make a final call to the Nigerian government to use all resources available to it to clearly define and neutralise the problem as other nations have done."


The Youth Wing of the Christian Association of Nigeria (YOWCAN) has called for an immediate overhaul of all security agencies.


YOWCAN said since the spate of bombings in the country is difficult for them to stop, there was need for immediate shake-up in the nations' security system.

U.S. concerned about Boko Haram attacks on media and churches

Expressing its concerns in a statement issued by Secretary of State, Hillary Clinton, US also described as "disgraceful assault", the attack on church services at the Bayero University Kano (BUK) where two professors and several students were gruesomely killed.


Condemning attempts to inflame Christian-Muslim tensions, US expressed support for "those who recognise Nigeria's ethnic and religious diversity as one of the country's greatest strengths."


While "strongly" condemning attacks on innocent civilians in Nigeria, US said, "Our thoughts and prayers are with the families and loved ones of those who were killed and injured."


Also speaking with THISDAY in New York, former US Ambassador to Nigeria, Mr. John Campbell, agreed that the Boko Haram challenges had assumed a dangerous trend with the attacks on media offices and places of religious congregation.


Campbell, reacting to the attack on THISDAY offices in Abuja and Kaduna, and the attack at church service in BUK said: "One is an attack on the freedom of the press, the other is an attack on the freedom of religion. Both must be condemned in the strongest possible terms."


Noting the dangerous twist in the upsurge of Boko Haram attacks, the former US envoy said, "Why THISDAY was attacked, I don't know. THISDAY, of course, is a major Nigerian newspaper with circulation all over the country."


Campbell, who had consistently maintained his opposition to calls to designate Boko Haram as a foreign terrorist organisation, said the increasing wave of attacks by the sect hadn't changed his position.


He said Boko Haram appeared to him as a highly defused organisation, and "does not appear to be a tightly organised entity."


He suggested that the Boko Haram challenge should be tackled politically, arguing that Nigeria should adopt, "a political approach to northern isolation, northern alienation which are the oxygen that Boko Haram is breathing."


On recent reports showing a nexus between Boko Haram and Al Qaeda, and whether Nigeria should tackle the Boko Haram challenge the way US had been confronting Al Qaeda, Campbell said: "No, I don't think so. I think that any kind of connection that Boko Haram has with groups outside of Nigeria is not transformative."


He said he did not believe that such connections, where they exist, "shape what Boko Haram is doing."


Campbell said, "Boko Haram seems to me to be essentially focused on domestic and internal developments in Nigeria."

Islamist group Boko Haram released a video late on Tuesday celebrating its bombing of a Nigerian newspaper and warning of more attacks on local and foreign media if they published reports that were biased to the sect or insulting to Islam.


 


Suicide car bombers targeted the offices of This Day in the capital, Abuja, and northern city of Kaduna last Thursday, killing at least five people in apparently coordinated strikes.


Boko Haram has been fighting a low-level insurgency for more than two years and has become the main security threat facing Africa's top oil producer, although most attacks have been in the largely Muslim north, far from southern oil fields.


The sect, which wants to impose an Islamic state on Nigeria's more or less evenly mixed population of Muslim and Christians, has been blamed for hundreds of killings since its uprising against the government in 2009.


It had not previously targeted the press in its bombing campaign, although last October it killed a reporter for state TV who the sect said was an informant to President Goodluck Jonathan's administration.


The video posted on the Internet opens with a Koranic song and a drawing of the Koran sitting on two crossed AK-47s. A banner in the northern Hausa language says:


"Message from Jama'atu Ahlis Sunna Lidda'awati Wal-Jihadl (Boko Haram's full name): on why we attacked ThisDay".


It then plays a video tape shot from a distance of the ThisDay Abuja office, which promptly explodes into a ball of flames and grey smoke - that suggests the sect had a cameraman set up in anticipation of the strike.


"We attacked Thisday because we will never forget or forgive anyone who abused our Prophet," a voice booms in Hausa.


ThisDay angered Muslims a decade ago when one of its columnists suggested the Prophet Mohammad might have wanted to marry a beauty queen, an event to which the tape alludes.

The statement rages against local and international media for carrying reports by Nigeria's government that a faction of the sect was behind the kidnapping of two hostages - one British, the other Italian - who were killed by their captors during a botched March rescue attempt.


"We said we have nothing to do with it, yet these media houses reported that we were responsible for the incident," it said, also complaining about reports, which it denied, that its spokesman Abu Qaqa had been captured.


It warned it would attack other media houses soon, listing several local papers as next on the list and several international media as "on the verge of jointing them".


It was at least the fifth video that Boko Haram had posted this year, mostly from self-proclaimed leader Abubakar Shekau. Shekau appears in this one, too, waving an AK-47 around.


From being a secretive sect in the shadows, the group has gradually raised its media profile, which may explain both the proliferation of home videos and growing attacks on media.


A spate of attacks in the past few days, including one against Christians in the north that killed 19 people on Sunday, dampened hopes that tighter security in the north had drastically reduced the sect's capability.


Nigerian forces raided the hideout of Islamist militants in Kano on Tuesday, killing the suspected mastermind of an attack on Christian worshippers in a gun battle that lasted several hours in the main northern city.

"This is a message from the public awareness department of the Jamatu Ahlis sunnah lil daawati wal jihad, a group engaged in jihad in Nigeria.


"We wish to explain about the attack we carried out on Thisday Newspapers. Some of the reasons why we decided to attack some Media Houses, especially Thisday, is because the paper was used in dishonouring our prophet, Mohammad (SAW) during a beauty pageant in Kaduna in November 2002.


"At that time, some people who called themselves leaders of Muslims came out to say they have forgiven those who committed the offence.


"But based on our knowledge, we know that no one has the power to forgive anyone for an offence that God himself has given judgement, especially on an offence that has to do with dishonouring Prophet Muhammad (SAW).


"No one has the power to forgive this type of offence, and the judgement is for such persons to be killed.


"This lady that committed this crime, the judgement on her is to be killed at any opportunity; and the media house is also supposed to be driven out of existence whenever there is a chance to do so.


"We are just getting the opportunity to attack the media house, and we are hoping to continue these attacks until we drive them out of existence.


"It is our hope that Allah (SWT) will help his religion.


"We know that any genuine Muslim must have been deeply touched by the Thisday incident.


"Thisday newspaper is also leading in helping the government in fighting us, alongside other media houses that we will mention soon.


"Some of the offences of Thisday and other media outlets include: firstly, during the botched attempt to rescue some kidnapped foreign nationals in Sokoto; these media houses asked us if we have anything to do with the kidnap and we said we have nothing to do with it, yet these media houses reported that we were responsible for the incident, that was a lie against us.


"Secondly, when we sent a video of our leader, Abubakar Shekau, the media houses reported things that our leader did not say, such as that in response to the president’s threat to finish us in three months, we have also threatened to finish the government in three months. But the truth is, nowhere in the video did our leader said what they attributed to him.


"Thirdly, on the purported arrest of Abu Qaqa by the SSS, we have come out to tell them that the person arrested was not Abu Qaqa,yet the media continue to potray us as liars, and even said that our leader had ordered for Abu Qaqa II to be executed, and we are now searching for Abu Qaqa III.


"Recently too, they came out with another lie that one Mohammed Awwal Kontagora was the Abu Qaqa II that was executed, and that even his parents confirmed it, that was just a big lie to convince the world.


"The media also said that we have killed the father of Abu Darda, so as to pass a message to him, because he had leaked our secrets after his arrest by security agencies, and they  wanted him to know that he is one of our targets.


"These are all lies, and they are many.


"These media houses have committed a lot of offences that is detrimental to Islam, and we don’t have the power to forgive them. We will take revenge on them by God’s grace, some of these media houses have been categorized into three groups.


"The first group is the likes of Thisday whose offences are big.


"The second group we will also attack soon are Punch, Daily Sun, Vanguard, Guardian, Nation, Tribune, and National Accord, which are all newspaper houses.


"There is also VOA Hausa radio. All these media houses we will attack them including their staff and offices, by God’s grace.


"VOA Hausa for instance have recently started campaigning for people to support the government against us by exposing us,


"The next group that are on the verge of joining this list who if they are not careful we will attack very soon include, Leadership, Daily Trust, Peoples Daily and RFI(Radio France international)


"There is an online medium known as Saharareporters who have their office in New York, and who have made their site as a platform for attack against Islam. So we are warning them to stop making their site an avenue for attacking Islam, otherwise we will find a way of attacking them too.


"We resorted to using this medium to send our message instead of the normal tele-conference because of the fear by journalists; which made them refuse to conduct the conference.


"We are grateful to God for the success recorded on the attack on Thisday, and we hope to continue such attacks.


"Finally, the government has now resorted to arresting our wives and children and also demolishing our houses, like they did in Biu recently, that is why we have also resolved to start attacking government schools, especially, tertiary ones.


"We promise to demolish 500 buildings for any one of our houses that the government destroys.


"We have already started with Gombe and Kano."

Wole Soyinka beckons for mass protest over fuel subsidy scam


Nobel Laureate, Prof. Wole Soyinka, Monday  asked Nigerians to warm up for another round of massive demonstration over revelations of endemic corruption on fuel subsidy debacle, remarking that the trend has brought huge embarrassment to both Nigerians and the country across the world.


Soyinka, who made this remark at a joint press conference he addressed along with Save Nigeria Group (SNG) in Lagos, also tasked the Economic and Financial Crimes Commission (EFCC) and Independent Corrupt Practices Commission and Other Related Offences (ICPC) to quickly commence without any delay the prosecution of culprits of the scam with a view to bringing them to book.


In the same vein, Convener of SNG, Tunde Bakare, said if concrete steps were  not taken towards prosecuting culprits of subsidy scam within two weeks, SNG would have no option than to call people out for a massive protest of the menace. He also demanded for the appointment of a private prosecutor to handle the case.


Soyinka who said he wondered if he was living in the world of reality or world of fantasy when he read through the figures rolled out by adhoc committee of the House of Representatives which probed the scam, regretted that Nigerians were being dehumanised and treated as third class citizens in their own country.


He said: “We are being overwhelmed into insensitivity by sheer excess. Those numbers, I have studied very carefully some of these figures and I had had to take a couple of hours to read after every paragraph, after every
figure to ask myself and pinch myself whether I’m really living in the real world or whether  there is some fantasy world that is  projected on the pages of  newspapers.”

The sources of these figures can be cited, reaction of House of Representatives has been noted and we haven’t had any of these figures disputed by relevant instruments of the government.


“There is a point that one can no longer use words like contempt and disdain. We ‘ve moved beyond this, we are being treated not even as second class or third class citizens, but when you are wronged this way, you are dehumanised because it is not just insult from arrogance,… it is material assault on the resources of ordinary people. The populace should be ready for another determined march against corruption.... And even before that takes place, I believe there is enough prima facie case for EFCC and ICPC and other investigative and prosecuting bodies to move in.


“From the situation now, we have become objects of ridicule to the whole wide world. The comments of international monitoring community and what those of us who travelled around have to undergo from commentaries against our nation, the humiliation is just too excessive and I think it is enough. Nigerians must be prepared to march, must be prepared to come out en masse and demand a termination of these years of insolence against the ordinary people.”


Bakare, who was accompanied by President of Campaign for Democracy (CD), Dr. Joe Okei-Odumakin and SNG spokesman, Mr. Yinka Odumakin, reviewed the output of House of Representatives’ probe of the subsidy scam and regretted that government officials rolled out controversial figures with the intention to fool Nigerians. He insisted that N3 trillion allegedly spent on subsidy last year was questionable, saying the huge sum was deliberately stolen from the treasury under the guise of subsidy.


The SNG leader also queried the difference between the figures tendered by the Accountant -General of the Federation (AGF) and the committee, alleging that a third of the entire appropriation for the 2012 was stolen by government officials last year.


Bakare regretted that "the clearance of Gombe Governor Ibrahim Dankwanbo, who was the Accountant-General of the Federation in 2009 and who was alleged to have issued cheques of N999 million in 128 places in 24 hours totalling N127 billion, raises another serious matter.”


He added that "passing the buck to the (Petroleum Products’ Pricing and Regulatory Agencies) PPPRA does not answer the issue as the impression this gives is that the governor may have been exonerated in a deal to ensure that he does not spill the beans, if push comes to shove. These double payments must be traced and the nation must know where the money ended."


He praised the House of Representatives for the probe, pointing out that the probe revealed that the management of Nigeria National Petroleum Corporation (NNPC) denied the receipt of the money said to be paid to it by the Central bank of Nigeria (CBN) adding that ministers of finance and petroleum who served during the period of the scam, should also be prosecuted.


Bakare also remarked that the fact that President Goodluck Jonathan claimed ignorance of how N3 trillion was spent for subsidy by the administration under his watch shows that he is unfit to rule the country. "The country has been stolen broke by mindless looting. The states are yet to receive their allocations for March. It portends great problem for the economy,” Bakare added.


He demanded for the appointment of a private prosecutor to handle the case. "Given the low confidence the people have in the anti-corruption agencies in dealing with political corruption in Nigeria, we are demanding the appointment of a private prosecutor to deal with these prosecutions.


"The counsel to be so appointed must be a man or woman of proven integrity with a team of lawyers recommended by the Nigeria Bar Association (NBA) working with such private prosecutor. Civil society organisations should be allowed to appoint their own counsel,” he said.


Also speaking, CD leader, Okei-Odumakin, lamented that the country was swimming in corruption, which he said resulted in collapsed infrastructure, failing health sector and high mortality rate.

Minister of Powers says erratic electricity supply will be over in December

The erratic power supply being experienced across the country will be addressed by December this year, the minister of power has said.


The minister, Professor Barth Nnaji also said that there will be moderately improved power supply by July this year and a renewed distribution model which will allow the distribution companies to promote planned distribution and have citizens informed beforehand.


He also said the Ministry of Petroleum Resources has agreed to deliver gas to power generating plants.


He also said in the next seven months, there will have been completion of some new generating plants, transmission lines and a more developed distribution pattern.


According to him, the reconstituted Nigerian Electricity Regulatory Commission will provide the implementation of a tariff review on June 1st which will be accompanied with a metering system.


"It will interest Nigerians to know that whereas there is a tariff of N7 per kilowatt is what is being paid now by the urban poor and rural dwellers; the new tariff rate will allow this class(R1) to pay at N4 per kilowatt"


Reeling out government medium term for power sector, the Minister said between 2013 and 2015, there would be increased power generation and transmission lines.


He also said during the period, labour force impact will be more positive and sustainable.


According to him, between 2015 and 2020, there will be increased diversification into renewable energy sources.


"This will include small and medium hydropower, solar,bio-waste to energy,coal,etc. Equally, the bulk trader becomes very prominent in this operations at this stage".


Appealing to Nigerians to be patient, the Minister said that the stage is set for monumental change in the sector.


He said given the political will the President has demonstrated on the sector, it was evident that the country would overcome the power challenges in no time.

11 killed as suicide bomber hits police convoy in Taraba



A bomb blast struck a police chief's convoy in eastern Nigeria on Monday, killing 11 people, a witness and an official said, a day after attacks in other areas killed at least 19.


No group immediately claimed responsibility for the bombing in the town of Jalingo but Islamist sect Boko Haram, which wants to carve an Islamic state out of Nigeria, has been blamed for many such previous attacks.


A string of bombings and shootings in the last five days has dampened hopes that arrests and killings of Boko Haram members by the military in recent weeks had stemmed its ability to carry out large-scale attacks in Africa's largest oil producer.


Jalingo is the capital of Taraba state, which borders Cameroon and had previously been spared the insurgency plaguing Nigeria's north.


"At least 11 people were killed and 22 people injured near police state headquarters Jalingo at 0830 (0730 GMT) when the police commissioner was on his way to office," said Ahmed Bello, a local Nigeria Red Cross official.


He said the blast happened between the state government finance office and the police headquarters.


Abubakar Moyoyo, a Jalingo businessman, told Reuters by phone he had seen 11 dead bodies at the scene.


The police commissioner, Mamman Sule, said his team were investigating whether he was the target of the attack. He confirmed three deaths and said the windscreen of his car had been shattered by the blast.


Nigerian police are often cautious over death tolls until official figures are agreed with senior officers in Abuja.


In the past year, Boko Haram has tried to extend its reach beyond its northeastern heartland, mounting attacks in and around the capital Abuja. The Jalingo strike followed two attacks on Christian worshippers in other parts of the country on Sunday that killed at least 19 people.

First Nigerian female pilot gets her wings

History was made in Abuja as Nigerian Air Force produced the first female military pilot in the sub-region, when Flying Officer Blessing Liman and 29 others joined the list of military officers at a well attended ceremony hosted by the Chief of Air Staff, Air Marshal Mohammed Dikko Umar.


The training programme that included attending several courses, both within and outside the country, such as the United States, United Kingdom, Pakistan, and Egypt. Those that were winged included 14 JET Flag Officers, 8 Transport Flying Officers, and 8 Helicopter Flying Officers.


The history making officer, Blessing Liman, an indigene of Kaduna state, was born on 13 March, 1984 in Zangon Kataf and enlisted in the Nigerian Air Force in July 2011. She was commissioned on 9th December, 2011. Her outstanding performance helped her in attaining the historical height.


The leadership of the National Council for Nigerian Society (NCNS), the Presidential Adviser to the President on Ethics and Values, Mrs. Sarah Jubril and the Minister of State for Defense, Mrs. Olusola Obada led other women in celebrating the young female flying officer.


In her speech, she disclosed her awareness of the enormous responsibility on her shoulder as a record maker, but was optimistic that God would help her to live up to the expectation of the society and the Nigeria Air Force. According to her," I am going to work, with prayers, dedication and hard work, I know I will succeed."


In his speech, the Chief of Air Staff said the occasion "symbolizes our efforts towards ensuring mission oriented force development to meet the requirements of all operational engagements. To meet our pilot-production target as enumerated in our 10-Year Strategic Plan, we embarked on various initiatives including the novel idea of enlisting qualified pilots from the civil sector."

Boko Haram attack church at Kano University - 20 confirmed dead

Attackers armed with bombs and guns opened fire at outdoor church services at a Nigerian university on Sunday, killing around 20 people as worshippers tried to flee, witnesses and officials said.


A powerful explosion and gunfire rocked Bayero University in the northern city of Kano, with witnesses reporting that two church services were targeted as they were being held outdoors on the campus.


Officials were unable to confirm casualty figures, but an AFP correspondent counted six bullet-riddled bodies near one of the two sites.


At least another dozen bodies could be seen on a roadside by the university, but the exact number was unclear.


Musical instruments and half-eaten meals could be seen at the site of one of the services.


An army spokesman confirmed the attack but could not provide a casualty toll. Lieutenant Iweha Ikedichi told AFP that it appeared the attackers used bombs and gunfire in the assault.


Witnesses said the attackers arrived in a car and two motorcycles, opening fire and throwing homemade bombs, causing a stampede. They said worshippers were gunned down as they sought to flee.


"They first attacked the open-air service outside the faculty of medicine," one witness said. "They threw in explosives and fired shots, causing a stampede among worshippers. They now pursued them, shooting them with guns. ... They also attacked another service at the sporting complex."


There was no immediate claim of responsibility, although the attack was similar to others carried out by the Islamist group Boko Haram.


Boko Haram claimed January 20 attacks in Kano, the largest city in Nigeria's mainly Muslim north, when coordinated bombings and shootings left at least 185 dead in the extremists' deadliest attack yet.


On Thursday, bomb attacks at the offices of the ThisDay newspaper in the capital Abuja and the northern city of Kaduna left at least nine people dead.


The group has previously targeted churches, including on Christmas day when at least 44 people were killed in a bombing at a church outside Abuja.


A bombing on Easter Sunday in Kaduna near a church that killed at least 41 people was a stark reminder of the Christmas attacks, but Boko Haram is not known to have claimed it.


Boko Haram's increasingly bloody insurgency has claimed more than 1,000 lives since mid-2009. Police and soldiers have often been the victims of such attacks, although Christians have been targeted as well.


It also claimed responsibility for an August suicide attack at UN headquarters in Abuja which killed at least 25 people.


Nigeria, Africa's most populous nation and largest oil producer, is roughly divided between a mainly Muslim north and a predominantly Christian south.


Boko Haram initially claimed to be fighting for the creation of an Islamic state in Nigeria's north, but its demands and structure have become less clear in recent months.


It is believed to have a number of factions, including those with political motives as well as a hard-core Islamist wing. Criminal groups are also believed to have carried out violence under the guise of Boko Haram.


An attempt at indirect dialogue between the group and the government in March collapsed, with a mediator quitting over leaks to the media and a spokesman for the Islamists saying they could not trust the government.


President Goodluck Jonathan, during a visit Saturday to the newspaper offices in Abuja hit by Thursday's suicide attack, did not answer directly when asked whether dialogue was necessary to stop the violence.


"You may dialogue, you may not dialogue depending on the circumstances," Jonathan told reporters, adding: "But we will exploit every means possible to bring this to an end."

Nigeria may start importing fuel from Niger Republic


Nigeria may soon start importing fuel from the Republic of Niger as the latter plans to evacuate its excess petroleum products.


Niger Republic's minister of petroleum, Mr. Foumakoye Gado, is in the country to sign the African Petroleum Producers' Association (APPA) Statute, which will make Niger become a bonafide member of the association.


Gado told journalists during the signing ceremony yesterday in Abuja that Niger's present refining capacity is 20,000 barrels of oil per day, out of which the country can only consume 7,000 barrels, an equivalent of 1.113million litres of fuel, while the excess of 13,000 barrels, an equivalent of 2.067million liters of fuel would be exported to Nigeria.


The minister who spoke through an interpreter said, "We currently refine 20,000bpd and we consume only 7,000 barrels leaving an excess of 13,000 barrels. We hope to evacuate the excess to Nigeria. That is the major reason we are here.


He said the country in 2011 signed a contract for the commercialisation of crude production, adding that a feasibility study has been concluded to commence oil exportation which would boost its crude production from the current 20,000bpd to 60,000bpd.


He adding, however, that Niger presently does not have any specific target country for its crude export, but said it would be done according to international standard.


The minister who was accompanied to the event by Niger's ambassador to Nigeria, H.E Mansourmanan H.D, explained that his country resolved to join APPA, despite being a small oil producing nation, in order to tap into the experience of other member countries and ensure that her oil prospecting is a source of blessing to the country and not a resource curse, based on lessons learnt from other countries.


While noting that the association's objective will impact on the country's technical know-how and help build local capacity, Gado said his country will ensure that oil proceed is used to accelerate development. He said the country would begin the construction of its oil export pipeline which will be routed through Cameroon in 2013, after which exportation will commence in 2014 or 2015.


The permanent secretary in the Ministry of Petroleum, Engr. Goni I. Sheikh, who represented the minister of petroleum, Mrs. Diezani Alison-Madueke, while welcoming Niger to the association, noted that signing the APPA Statute was mandatory for all member countries who wish to benefit fully from oil and gas exploration through the association's support.


He said the objectives of the association include the promotion of cooperation among member countries in hydrocarbon exploration, promotion of technical assistance, coordination of marketing policies and strategies as well as studying ways of providing assistance to the oil importing African countries to meet their energy requirement.


While expressing optimism that the opportunity will further strengthen the bilateral relationship between Nigeria and Niger Republic, Sheikh added that the association operates a fund which is dedicated to financing studies and projects in the hydrocarbon and energy sector of APPA member countries.

The Jama'atu Ahlis Sunna Lidda'awati Wal — Jihad, popularly known as Boko Haram, said yesterday that it attacked Thisday newspaper's offices in Abuja and Kaduna to send a strong message to the media that it would no longer condone reports misrepresenting it in the press, or blaming it for acts it knows nothing about.


Abul Qaqa, spokesperson for the sect told Premium Times, in an exclusive interview, that his organisation was fed up with the deliberate misinformation being peddled about it in the Nigerian and foreign media.


"We have repeatedly cautioned reporters and media houses to be professional and objective in their reports. This is a war between us and the Government of Nigeria; unfortunately the media have not been objective and fair in their report of the ongoing war, they chose to take side," Mr. Qaqa said.


He identified three instances where he claimed his group was deliberately misrepresented by the media. The first, according to him, was the rumour of his capture by the Nigerian intelligence agencies.


"Some reporters are aware that I am Abul Qaqa, they know my voice through our long interactions and they also know the role of Abu Darda who heads the enlightenment committee and sometimes facilitates interviews; yet they (media) go by the unsubstantiated view of government that Abul Qaqa is in custody and I am the new spokesman or number two," he said.


Premium Times had continuously reported that Abul Qaqa was not arrested contrary to reports and that it was Abu Darda, another member, that was arrested.


The second misrepresentation, according to Mr. Qaqa, was the reporting on the kidnappings of foreigners in the Northern part of Nigeria.


"Another issue was the recent kidnappings in the north; we were clear with our position as a group during a teleconference with reporters but we were shocked the next day when newspaper headlines added a lot of things which I never said during that interview."


The third example, Mr. Abul Qaqa said, is the mistranslation of the video the group posted recently.


"Another example is the recent video posted on YouTube by our Imam; I challenge every Nigerian to watch that video again. There is no place our imam either said he will crush President Jonathan or issued an ultimatum to the government in Nigeria; but nearly all papers carried very wrong and mischievous headlines."


When asked why ThisDay appeared specifically chosen for the attack, Mr. Qaqa said ThisDay's "sins" are more grievous.


"It is not only THISDAY that has been engaged in negative media campaign, fictional stories and constantly promoting fake stories by the JTF to give an impression that they are making headway against us yet there is no time the media investigated further as an objective and responsible bystander in this war.


"But the sins of THISDAY are more," he said.


"They once insulted the Prophet Mohammed in 2001 and we have not forgotten. They recently said our Imam executed me which is false. Here I am speaking to you, I am alive and healthy."


Expect more media attacks


The group's spokesman further warned of more attacks on the media.


"We have just started this new campaign against the media and we will not stop here, we will hit the media hard since they have refused to listen to our plea for them to be fair in their reportage," he said.


Mr. Abul Qaqa also said his group would give further information on biases by the media.


"In the coming days we will give details and instances where the media have not been fair to us and why we are going to attack them as well."


Media should be neutral


"The media in Nigeria are not a problem to us if they will do their job professionally without taking sides," Mr. Abul Qaqa said.


"But each time we say something, it is either changed or downplayed. But when our enemy says something even without logical proof, it is blown out of proportion."


"We have repeatedly asked some reporters to retract some stories or even give us the right of reply but none of these requests were given to us."

This Day publication offices hit by suicide bombers


ThisDay’s editorial board  chairman said has confirmed that the explosion at a newspaper office in the capital Abuja on Thursday and where at  least six people people were killed was a suicide attack.


“The suicide bomber came in a jeep,” Olusegun Adeniyi told reporters at the scene. “(Security guards) opened the gate for them … The guy drove in through the gate and rammed into the building and exploded.”


The two guards were killed in the blast along with the bomber, he said. Five support staff were wounded.


“Fortunately the newsroom is a bit far from the back of the building,” said Adeniyi. “So all the people in the newsroom … are all safe.”


The privately owned newspaper is one of Nigeria’s most prominent and influential. It is based in the economic capital Lagos, but has a major operation in the capital Abuja.


Another bomb attack at roughly the same time in the northern city of Kaduna targeting a complex that also includes a ThisDay office left at least three people dead as well, making a total of six.

Nigeria's federal government is building 100 new schools in the north to deal with the growing problem of young boys roaming the streets begging for food and money.
The boys are supposed to be in Islamic schools learning to recite the Quran, but many of them are going astray.
